From her early days as an undefeated debater and science teacher to founding a firm that assisted employees in over 100 Federal agencies and national trade and professional associations through career transitions, Vicki’s expertise is sought after by the public and private and sectors alike.  Whether increasing revenues 25% for The Washington Post’s specialty supplement or appearing as a national authority on  employment issues, Vicki has the executive grit to get things done.

Solving Complex Challenges

Vicki’s leadership on the County’s Commission on Common Ownership Communities resulted in tangible financial relief for communities in perpetuity by slashing red tape.  She initiated and successfully lobbied a County agency to modify policies, resulting in a 90% reduction in annual fire protection permit fees for multi-family dwellings.  


As a lone citizen advocate, Vicki reduced the cost of physical plant infrastructure by negotiating the placement of Knox boxes at fire hydrants rather than at every building entrance, saving $1,800 per location.  She also applied the concept of “identical footprints” and reduced permitting fees for the same building modification for identical buildings.

When the subprime mortgage crisis peaked in 2008, The Washington Post featured Vicki on its financial front page for her foresight.  She didn’t just watch the crisis; she led its exposure and created unique approaches to address foreclosures, short sales and personal bankruptcies.  For 25 years, she has led the financial stabilization of her community association—eradicating waste, increasing income, and protecting property values through strategic governance changes and unique approaches to a range of management challenges.

Vicki’s commitment to communities is rooted in equity.  She secured Federal funding to bridge the employment gap for D.C. high school graduates, training them for careers in professional associations, and built a business specifically focused on matching women and minorities with high-quality employment.


Vicki also has secured investment opportunities that funded local environmental improvements.  She convinced a government agency that they should install a free programmable thermostat in every home in her community.  She secured in excess of 100 free trees for her community’s 15 acres.  She is working with a firm to install the satellite-controlled capture and release of rainfall from cisterns connected to roofs.  And she is collaborating on the installation of a unique paving product for walkways in her community that will be a model for the manufacturer.

Vicki’s policy successes

Maryland

  • Developed a process so that residents of communities that are master-metered for utilities can receive economic support if the manager provides notarized information re the cost charged to that resident for heat. Air conditioning must be next!. Lone citizen advocate.

  • Secured disability spaces on public roads for residents of condos if the condo-assigned space is further away than the space on the public road. Lone citizen advocate.

County

  • Knox boxes only at fire hydrants in multiple-building complexes instead at every building entrance/exit. Lone citizen advocate.

  • Zoning text amendment that allows all residences that back up to commercial  businesses to have 8’ high fences by right instead of 6’. Lone citizen advocate.

  • Cost of annual fire protection permits per type of protection at full price for first building address and 10% of full price for all other building addresses. Lone citizen advocate.

  • Fee modification that reduced price of second building permit for identical structure  getting same modification since no need for plan review – only inspections.  Lone citizen advocate.

  • Reducing impact of new development on surrounding community. Leader of citizen advocates.
